Paul Acquah is a genuine person but would not be corresponding with your father. If he was he would have a genuine email address of @bog.gov.gh

You may want to send a copy of one of your Dad's emails to bogsecretary@bog.gov.gh and tell them your problem and ask them if the Governor himself would reply to your father to confirm that he is not the person corresponding to him.
